I want some blogging software to bulid my site with...?

I want to develop a site/blog with the use of some blogging sofrware. I know some of them like wordpress,Movable type,Type pad etc., But what i need is - the user should able to upload photo's/images from his/her local system which reflects in the site/blog only after the admin authentication.
